By the authority vested in me as the Mayor of Los Santos, I hereby establish the municipal waste contracting program to enhance the efficiency, health, and environmental protection of our city's waste management system. The establishment of municipal waste contracting is one of the City’s crucial services that require forethought to ensure the continuance of service, the health and safety of the community, and the protection of the environment. Allocating to private contractors, long-term, will ensure stability of the City’s finances. This directive outlines the responsibilities and objectives of implementing municipal waste contracting and sets forth a proposed timeline for the contract's execution.
Objectives
- Ensure the community’s health and safety through a well-functioning waste management system.

Phase 1: Public Procurement
Leadership: Public Procurement will be led by the City Treasurer.
Oversight: The City Treasurer will collaborate with the Deputy Mayor in overseeing Phase 1.
Funding: The City Treasurer will allocate necessary funds, manage financial contracts, and provide financial oversight.
Phase 2: Execution
Oversight: The Director of the Department of Public Works and the City’s Chief Engineer will oversee the practical execution of this contract in accordance with the terms agreed upon in Phase 1.
Responsibilities of Key Stakeholders
Planning and Development
Conduct needs assessments to determine specific garbage truck routes and waste management and disposal facility requirements in accordance with the City’s needs. Develop a comprehensive waste management scheme, including specifications, environmental measures, and community amenities, in collaboration with the Code Enforcement Bureau (CEB).
Funding and Budgeting
Secure funding from municipal budgets, state grants, and federal assistance programs for the financial execution of the Sample Garbage Collection Services Contract. Ensure transparent and accountable allocation of funds.
Procurement and Contracting
Issue requests for proposals (RFPs) and select private contractors for sample garbage collection services through a competitive bidding process. Oversee contract negotiations and ensure compliance with city regulations and standards.
Waste Management Oversight
Monitor waste management progress to ensure adherence to timelines, budgets, and quality standards. Address any operational issues or delays promptly.
Community Engagement
Facilitate public forums and consultations to gather input from residents and stakeholders.
Operational Management
Establish management policies for the ongoing operation of the municipal waste contracting.
Timeline
Phase 1: Planning and Preparation (Weeks 1-2)
Week 1: Draft a contract outlining specifics, requiring contractors to meet standards and criteria that protect the City’s community, environment, and budget.
Week 1: Secure funding and issue RFPs for waste management.
Week 1: Announce the government contract and launch the bidding process.
Week 2: Plan the garbage truck routes with the relevant transportation authorities.
Week 2: Select contractors and finalize contracts.
Phase 2: Execution (Weeks 3-10)
Week 3: Begin waste management along the planned routes.
Weeks 3-10: Ongoing waste disposal with monthly progress reviews.
