MUNICIPAL ORDINANCE 2502-01

ESTABLISHMENT OF REQUIREMENTS FOR ARMED SECURITY OPERATIONS

  • WHEREAS, the City of Los Santos seeks to regulate armed security operations to ensure public safety and proper oversight; and
    WHEREAS, the City recognizes the need for specific permits for businesses employing armed security personnel and for security firms providing such services;

    NOW, THEREFORE, BE IT ORDAINED BY THE CITY MANAGER OF LOS SANTOS AS FOLLOWS:
  • SECTION 1. ARMED SECURITY AUTHORIZATION PERMIT (A-SAP)
    • The Armed Security Authorization Permit (A-SAP) is required for businesses employing armed security personnel on their premises.

      Permit Requirements:

      Businesses must obtain an A-SAP before hiring armed security personnel.
      All security personnel must be licensed and vetted.
      Businesses must comply with firearm storage and security protocols per city regulations.
      Permit Fee: $15,000

      Penalty for Non-Compliance:

      L.C. (6)01. Use of Armed Security Without Applicable License
      • Any business employing armed security personnel without the applicable armed security license is liable for a civil penalty of no less than $20,000. All armed activities must cease immediately until proper licensing is obtained.
    SECTION 2: ARMED SECURITY PROVIDER PERMIT (A-SPP)
    • The Armed Security Provider Permit (A-SPP) is required for security firms offering armed security services within the city.

      Permit Requirements:

      Security firms must obtain an A-SPP before deploying armed security personnel.
      Armed personnel must be licensed, trained, and undergo background checks.
      Security providers must comply with all city-mandated operational and firearm regulations.
      Permit Fee: $40,000

      L.C. (6)02. Unauthorized Concealed Carry by Armed Security
      • Armed security personnel may not carry concealed firearms without explicit city approval.
        Violators will face a minimum civil penalty of $15,000, and security operations may be suspended immediately.
    SECTION 3: IMPLEMENTATION
    • This ordinance shall take effect immediately upon signing and publication, in accordance with city law.
    SECTION 4. ENFORCEMENT
    • 1. Non-compliance with the provisions of this ordinance shall result in fines, permit suspension, or revocation as determined by the City Code Enforcement Bureau.

      2. Permit holders are subject to routine inspections by city officials to ensure compliance with this ordinance.
    SECTION 5. EFFECTIVE DATE
    • This Ordinance shall take effect immediately upon its issuance. Affected existing businesses are given a 2 (Two) week grace period, during which they must comply with the newly implemented regulations.
