CITY ORDER NO. 2503-07 - IMPROVING PUBLIC SAFETY AND INFRASTRUCTURE IN LOS FLORES AND SURROUNDING AREAS


  • WHEREAS, the City of Los Santos is committed to ensuring the safety, well-being, and economic stability of all residents and local businesses;

    WHEREAS, a recent S.A.R.A. Report submitted by the Los Santos Police Department (LSPD) – Victoria Area Community Police Station has identified the following issues in Los Flores, Laurel Avenue, Cedar Street, and adjacent areas:
    • An increase in homeless encampments affecting local businesses and public spaces.
    • Poor lighting systems and deteriorating road conditions requiring urgent maintenance and renovation.
    • Rising crime rates, including gang-related activities, narcotics distribution, armed robberies, and illegal firearms sales.
    WHEREAS, the presence of criminal activities and inadequate urban infrastructure pose significant risks to public safety, local businesses, and overall quality of life;

    NOW, THEREFORE, under the authority of the City Manager’s Office, the following measures are to be enacted immediately:

    SECTION I – HOMELESS ENCAMPMENT RESPONSE & OUTREACH
    • Deployment of City Maintenance Teams to dismantle illegal homeless encampments in East Los Santos, Jefferson, and Los Colinas while ensuring compliance with city policies and state laws.
    • Collaboration with Non-Profit Homeless Shelter Agencies to provide temporary shelter, social services, and rehabilitation programs for displaced individuals.
    • Outreach Expansion by the Department of Social Services to assess and address the root causes of homelessness in the affected areas.
    SECTION II – INFRASTRUCTURE REPAIRS & PUBLIC SAFETY IMPROVEMENTS
    • Immediate Maintenance and Renovation of street lighting, roadways, and sidewalks in Los Flores, particularly on Laurel Avenue and Cedar Street.
      Installation of CCTV Surveillance Systems at key intersections and high-crime areas in collaboration with the Bureau of Street Services and the Los Santos Police Department.
    • Enhanced Street Cleaning and Graffiti Removal Efforts to improve the visual appeal and safety of the district.
    SECTION III – CRIME PREVENTION & LAW ENFORCEMENT INITIATIVES
    • Increased Law Enforcement Presence with targeted patrols in Washington Street, Exton, and surrounding areas to deter gang activity and violent crimes.
    • Establishment of a Business Watch Program in collaboration with local businesses and the LSPD to improve communication and security measures.
    • Code Enforcement Task Force Deployment to address illegal activities and ensure business compliance with city regulations.
    SECTION IV – IMPLEMENTATION & MONITORING

    The City Manager’s Office will oversee the execution of this directive in coordination with the following departments:
    • Los Santos Police Department (LSPD)
    • Bureau of Street Services
    • Los Santos Department of Social Services
    • Los Santos Code Enforcement Bureau
    • Non-Profit Homeless Shelter Agencies
    Quarterly Progress Reports will be required from all involved departments to evaluate the effectiveness of these measures.
    A Community Meeting will be scheduled within the next 30 days to gather feedback and discuss additional necessary actions.
    This directive shall take effect immediately and will remain in force until further notice.
