CITY ORDER 2503-11 - ESTABLISHING ELIGIBILITY AND APPLICATION GUIDELINES FOR SOCIAL SERVICES


  • WHEREAS, the City of Los Santos is committed to ensuring that residents in need have access to essential social services; and

    WHEREAS, the Social Services Department, under the leadership of the Social Services Director, is responsible for administering public assistance programs, including the Medical Health and Rights Assistance for the Disabled Office, SNAP Benefits and Food Program, Home Energy Assistance Program, and Rental Assistance Program; and

    WHEREAS, it is necessary to establish clear eligibility and application guidelines to ensure fair and efficient distribution of aid to qualifying residents;

    THEREFORE, by the authority vested in the City Manager, the following guidelines shall be enacted:

    SECTION 1: GENERAL ELIGIBILITY REQUIREMENTS

    Eligibility for any Social Services program shall be determined based on the following general criteria:
    • Applicant must be a legal resident of the City of Los Santos.
    • Applicant must provide valid identification and proof of residency (e.g., lease agreement, utility bill, government-issued ID).
    • Applicant’s total household income must meet program-specific financial eligibility requirements.
    • Applicant must not have outstanding fraud or misrepresentation findings related to any public assistance programs.
    • Applicant must provide any necessary documentation as required for verification.
    SECTION 2: PROGRAM-SPECIFIC ELIGIBILITY REQUIREMENTS

    A. Medical Health and Rights Assistance for the Disabled Office:
    • Must have a diagnosed disability certified by a licensed medical professional.
    • Must require financial assistance for medical care, equipment, or accessibility-related accommodations.
    • Must not be receiving duplicate benefits from state or federal programs unless deemed insufficient.
    B. SNAP Benefits and Food Program
    • Must meet federal and local income guidelines based on household size.
    • Must not exceed maximum asset limits set for eligibility.
    • Must actively seek employment if able-bodied and of working age (unless exempt due to disability or caregiving responsibilities).
    C. Home Energy Assistance Program
    • Must be responsible for paying home energy costs either as a homeowner or renter.
    • Must meet income eligibility requirements based on household size.
    • Must provide recent energy bill statements as proof of need.
    D. Rental Assistance Program
    • Must be a renter facing financial hardship due to unforeseen circumstances (e.g., job loss, medical emergency).
    • Must provide proof of income reduction and inability to meet rent obligations.
    • Must demonstrate efforts to secure alternative housing solutions before requesting aid.
    SECTION 3: APPLICATION PROCESS
    • Applicants must submit a completed application form to the Social Services Department either online or in person at designated service centers.
    • Applications will be reviewed within 30 days of submission.
    • If additional documentation is required, applicants will be notified within 10 days of initial review.
    • Approved applicants will receive aid within 15 days of final eligibility confirmation.
    • Denied applicants have the right to appeal within 14 days of receiving a denial notice. Appeals shall be reviewed by an independent case officer within the Social Services Department.
    SECTION 4: FRAUD PREVENTION AND COMPLIANCE
    • Any false information or misrepresentation on an application will result in immediate disqualification and potential legal action.
    • The Social Services Department shall conduct periodic audits to ensure compliance with program guidelines.
    • Applicants found guilty of fraud shall be barred from receiving assistance for a minimum of one year, subject to review.
    SECTION 5: EFFECTIVE DATE

    This City Order shall take effect immediately upon approval and shall remain in effect until amended or rescinded by the City Manager.
