Directive

By the authority vested in me as the Mayor of Los Santos, I hereby establish the Public Housing Authority (PHA) to address the critical housing crisis facing our city's poor and disadvantaged residents. The PHA, under the leadership of the Deputy Mayor, will oversee the development and management of a new public housing complex. This directive outlines the responsibilities and objectives of the PHA and sets forth a proposed ten-week timeline for the completion of the housing project.

  • Provide affordable, safe, and quality housing for low-income residents of Los Santos.
  • Alleviate homelessness and housing insecurity.
  • Promote community development and well-being.
Structure of the Public Housing Authority

Leadership: The PHA will be led by the Deputy Mayor.
Oversight: The PHA will oversee the construction and management of an initial public housing complex, in collaboration with the City Treasurer and the Director of the Code Enforcement Bureau.
Funding: The City Treasurer will collaborate with the Deputy Mayor to allocate necessary funds, manage financial contracts, and provide financial oversight.

Responsibilities of Key Stakeholders

Planning and Development

The Deputy Mayor, in collaboration with relevant government stakeholders, shall conduct needs assessments to determine the specific housing requirements of disadvantaged populations, and develop a comprehensive housing scheme, including design specifications, sustainability measures, and community amenities, in cooperation with the Code Enforcement Bureau (CEB).

Funding and Budgeting

The Public Housing Authority will collaborate with the City Treasurer to allocate funding from municipal budgets, state grants, and federal assistance programs for the construction of the new housing complex, and ensure transparent and accountable allocation of funds.

Procurement and Contracting

The Public Housing Authority will issue requests for proposals (RFPs), and in collaboration with the City Treasurer, will select private contractors for construction through a competitive bidding process, oversee contract negotiations and ensure compliance with city regulations and standards.

Construction Oversight

The Public Housing Authority program will collaborate with the Code Enforcement Bureau to monitor construction progress to ensure adherence to timelines, budgets, and quality standards, and address any construction issues or delays promptly.

Community Engagement

The Public Housing Authority and relevant government stakeholders will facilitate public forums and consultations to gather input from residents and stakeholders.

Operational Management

The Public Housing Authority will establish management policies for the ongoing operation and maintenance of the housing complex, and implement tenant selection criteria and lease agreements prioritizing the most vulnerable populations.

Timeline

Phase 1: Planning and Preparation (Weeks 1-2)

Week 1: Formulate the PHA structure and appoint key personnel as needed.
Week 1: Secure funding and issue RFPs for construction.
Week 1: Announce the government contract, and launch the bidding process.
Week 2: Conduct needs assessments and community consultations.
Week 2: Develop the housing scheme and design plans.
Week 2: Select contractors and finalize contracts.

Phase 2: Construction and Development (Weeks 3-7)

Week 3: Begin site preparation and initial construction.
Week 3-6: Ongoing construction with monthly progress reviews.
Week 7: Complete construction and conduct inspections.
Week 7: Finalize all construction and prepare for occupancy.

Phase 3: Occupancy and Operation (Weeks 8-10)

Week 8: Begin tenant application and selection process.
Week 9: Move-in period for initial residents.
Week 10: Evaluate and refine operational policies, and address any emerging issues.
