MUNICIPAL ORDER 2503-4 - COMPLETION OF PUBLIC HOUSING COMPLEX INITIATED UNDER DIRECTIVE NO. 1-2024-06


  • WHEREAS, the City of Los Santos recognizes the urgent need to complete the construction of the public housing complex initiated under Directive No. 1-2024-06; and
    WHEREAS, delays in the completion of the project have left residents waiting for critical housing accommodations; and
    WHEREAS, the City is committed to finalizing this project through public-private partnerships (PPPs) to ensure efficiency and accountability;

    NOW, THEREFORE, IT IS ORDAINED BY THE MAYOR OF LOS SANTOS:


SECTION 1. PUBLIC HOUSING COMPLEX COMPLETION PLAN
  • 1. The City of Los Santos shall take immediate action to finalize the construction of the public housing complex as outlined in Directive No. 1-2024-06.
    2. The Public Housing Authority (PHA), under the leadership of the Deputy Mayor, shall:
    - Conduct a full assessment of the current construction status.
    - Identify any structural or financial issues that contributed to project delays.
    - Establish a revised completion timeline to finalize construction as soon as possible.
    3. The City Treasurer’s Office shall conduct a review of project funding and allocate necessary resources to resume work.
    4. The Code Enforcement Bureau (CEB) shall ensure that all construction meets safety and zoning requirements before project completion.


SECTION 2. CONTRACTOR SELECTION AND PRIVATE SECTOR INVOLVEMENT
  • 1. The City shall open a competitive bidding process for private firms to complete construction and address any outstanding work.
    2. The Public Housing Authority, in coordination with the City Treasurer’s Office, shall select a qualified contractor based on:
    - Experience with residential construction projects.
    - Ability to meet expedited timelines.
    - Compliance with municipal housing regulations and affordability standards.
    3. Any prior contractors who contributed to delays or failed to meet performance standards may be subject to contract termination and financial penalties.


SECTION 3. FUNDING AND PROJECT OVERSIGHT
  • 1. The City Treasurer shall allocate funding from the Municipal Housing and Development Fund to support the completion of the project.
    2. The Public Housing Authority shall provide biweekly progress reports to ensure transparency and adherence to the revised timeline.
    3. The City reserves the right to conduct independent audits of financial expenditures and construction progress.
    4. Any delays or failure to meet contractual obligations will result in penalties, termination of agreements, and potential legal action.


SECTION 4. OCCUPANCY AND COMMUNITY INTEGRATION
  • 1. Upon completion, the Public Housing Authority shall begin the tenant application and selection process, prioritizing:
    - Low-income families.
    - Vulnerable individuals, including the elderly and disabled.
    - Residents displaced due to prior housing shortages.
    2. The Public Housing Authority shall coordinate with social services to provide community support programs within the housing complex.
    3. A formal ribbon-cutting ceremony shall be held to commemorate the project's completion and the first phase of resident move-ins.


SECTION 5. EFFECTIVE DATE
  • This Municipal Order shall take effect immediately upon issuance, and the contractor bidding process shall commence no later than March 10, 2025.
