Manifesto of Kenneth Muldoon for Mayor of Los Santos

“A mayor for the people, from the people”



1. Public Safety That Works for Everyone

The citizens of Los Santos deserve only the highest standards of safety. My administration will:
  • Invest in community policing and modern training for law enforcement.
  • Support violence intervention programs and mental health crisis response teams. 
  • Increase funding for fire and emergency services in underserved areas.
2. Affordable Housing and Smart Growth

Rising rents and housing costs are pushing hard-working families out. I will:
  • Streamline permits to accelerate construction of affordable housing.
  • Revitalize neglected commercial and residential properties in the city. 
  • Incentivize mixed-use development near public transit.
  • Create a city land trust to protect long-term housing affordability.
3. Infrastructure That Serves Us Now and Later

Our budget should be spent futureproofing our infrastructure instead of being spent repairing subpar work from the past. I’ll push for:
  • A long-term infrastructure maintenance plan to avoid costly emergency repairs.
  • Green infrastructure—like permeable pavement and urban canopy investment—to tackle flooding and heat.
  • A transit-first approach, including improved bus frequency, bike lanes, and road maintenance. 
4. Jobs and Local Economic Development

Every neighbourhood deserves access to well-paying jobs and thriving local businesses. My office will:
  • Prioritize small business support with simplified permitting, low-interest loans, and commercial corridor revitalization.
  • Partner with unions and educational facilities to promote skilled trade apprenticeships.
  • Support local procurement and locally-owned businesses.
5. Clean, Transparent, and Responsive Government

City Hall must work for you and not for themselves. I pledge to:
  • Work towards establishing a more transparent relationship between the citizens of Los Santos and the administration.
  • Establish more efficient lines of communication with the administration.
  • Appoint a Chief Innovation Officer to bring 21st century technology into city operations.
6. Climate Resilience and Environmental Justice

From extreme heat to poor air quality, our city is already feeling the effects of climate change. We will:
  • Transition city buildings and fleets to clean energy by 2030.
  • Prioritize clean air and green space investment in frontline and low-income neighbourhoods.
  • Expand tree cover and implement climate-adaptive zoning.
7. A City for Everyone

Our diversity is our strength. We will:
  • Expand language access and disability services across departments.
  • Uphold civil rights at every level of city government.
From one citizen to another, I am  completely disheartened by the lack of effort the previous administrations have placed into improving our beloved city. My final pledge is to cut self interests out of city politics and finally put the people who matter first - you.
