LSGOV Executive Duties Outlined


  • In Order to ensure that the Executive hierarchy of SA and LS are clear, we decided to publish the following:


    Lieutenant Governor R1:
    • Signs bills into law or vetoes them.
    • May activate the National Guard during emergencies (natural disasters, riots, etc.).
    • Directs state agencies and operations through binding orders (within legal bounds).
    • Can declare emergencies and deploy resources, suspend regulations, and coordinate relief.
    • Can create task forces or reorganize agencies under emergency or administrative authority.
    • Enforces all state laws through departments and agencies.
    • May grants pardons, commutations, reprieves.
    • Leads economic strategy through executive action
    • Represents San Andreas on all official events.
    • Has a seat on all State committees and legislative bodies.
    • May temporarily suspend ordinances across San Andreas.
    Secretary of State R2:
    • Is the Head of the Municipal Elections Committee, oversees statewide elections and ballot initiatives.
    • Certifies voting systems and ensures their security and compliance. Can override, nullify, or postpone any election if fraud, emergency, or interference is suspected.
    • Publishes official election results.
    • Registers corporations, LLCs, limited partnerships, and trademarks, and reviews City Budget proposals for Los Santos, San Fierro, and Las Venturas and all towns across San Andreas.
    • Issues certificates of status, statements of information, and related filings.
    • Is responsible for the registration of political parties.
    • Passes the Lt. Governor’s laws and is responsible for drafting all Orders and Ordinances, possesses the Great Seal of San Andreas.
    • Preserves official state documents and historical records, is responsible for and manages the San Andreas State Archives.
    • Provides public access to legislative and government documents.
    • Has a seat on all State committees and legislative bodies.
    • May appoint interim officials and oversees the transition of power across San Andreas. Is directly appointed by the Governor of San Andres.
    • May temporarily suspend City Ordinances across San Andreas.

    The Mayor of Los Santos:
    • Is the Chief Executive of LS, enforces all municipal laws and ordinances.
    • Directs and supervises city departments, offices, and employees.
    • Prepares and submits the monthly city budget to the State.
    • Works with the City Manager and departments to allocate resources.
    • Can approve or veto ordinances passed by the City Council.
    • Acts as Crisis Manager during natural disasters, civil unrest, or other emergencies.
    • Represents LS in all State matters.
    • Speaks on behalf of the city to the public and media.
    • Attends public events, crisis briefings, and ceremonial functions.
    • May deliver State of the City addresses every month.
    • May appoint multiple Deputy Mayors as needed
    The Deputy Mayor(s) of Los Santos:
    • Mayor can appoint multiple Deputy Mayors.
    • Provides the Mayor with policy analysis, updates, and briefings.
    • Recommends actions on urgent issues, legislation, or controversial proposals.
    • Represents the Mayor at City Council meetings, community forums, Public events and briefings.
    • May meet with unions, advocacy groups, business leaders, and residents to relay concerns and negotiate solutions.
    • Ensures communication flow within the Mayor’s Office and beyond.
    The City Manager of Los Santos:
    • Is the Chief of Staff in the Mayor’s Cabinet.
    • Drafts up City Ordinances
    • Hires and oversees department heads
    • Manages day-to-day operations of the city government.
    • Ensures efficient delivery of city services.
    • Advises the Mayor and City Council on administrative policy.
